Neither the 3% crit bonus from Agripinaa isn't applied on any new ship, nor any other crit or Lasgun bonus apart from the Cadia Deathworld. The only sector which provides any bonus other than exp is Cadia, with the +10% crit. I tested recuiting fleets in different sectors, and realized that the boni are compleatly broken for me. But if you build them in Agrippina sector you get other bonuses (mainly from the Death Worlds, if the bonuses work that is).
